That scope matters here: PAGCOR regulates its own licensees, and MILYON88’s footer names an Anjouan licence, not a PAGCOR one. A PAGCOR self-exclusion order is still a real, useful tool for a player who wants outside enforcement rather than personal willpower — it just does not, by itself, reach a platform outside PAGCOR’s regulation.
